Legends are documented and not asserted as a schema constraint: the catalog types these fields as integer, so the API reference publishes the legend in the field's description and leaves the declared type alone.
A parameter code does not name one legend.
Services define their own parameters, and two services can define the same code with entirely different values. Read a legend only against the API it is listed under.

The legends
The value is the integer that travels on the wire and it is the only part of a row that is a contract. The token is what the platform stores and matches on. The labels are display text in the languages the snapshot seeds and they change without notice. A value marked retired is one the platform no longer expects to be sent; it is listed because it can still arrive on historical records. A declared legend has no State column at all: a service's enumeration type declares which values it validates and says nothing about which are retired, and a blank cell would have answered that question anyway.
